Alexander Parcan examines South Korea’s motivations for negotiating and ratifying the 2004 Chilean-Korean FTA. An analysis of how the ratification of the South Korean-Chilean FTA served as a fundamental turning point for South Korean attitudes towards bilateral trade and how this shift in attitudes influenced the ratification of the much larger KORUS FTA follows.

Alexander Parcan is a second-year M.A. student at SAIS, concentrating in China Studies. He earned a B.A. in English and French from the University of Maryland and a Juris Doctor from Boston College Law School, and has focused his studies on international law and international affairs. His professional achievements include posts at the Office of the Prosecutor at the International Criminal Tribunal for the Former Yugoslavia; a period as General Counsel for the international trade company, International Intranco, Inc.; and serving as a legal volunteer at Asylum Access-Thailand, a refugee rights organization.
